HCS Board of Education Meeting – December 9, 2024

Dr. Pace provided updates on his 90 Day Entry Plan, to include P.O.W.E.R. Forums, Community Leadership Academy, Legislative Breakfast, and Superintendent Advisories.
The 2023-2024 College and Career Ready Performance Index (CCRPI) scores were recently released, and in-depth reports will be shared at upcoming Board meetings. A few early indicators from the 2023 to 2024 data include thirty-three schools achieving an increase in content mastery, closing gaps increased by 26% overall with elementary schools showing a 59% gain, and our 87.7% graduation rate outperformed the state by 2%.
Some specific school gains in the area of Content Mastery include 19 schools at the elementary school level, 7 schools at the middle school level, and 7 schools at the high school level.
Additionally, 6 elementary schools (CIE, LGE, NHE, OES, ROE, RSE), 4 middle schools (ARE, DMS, OHS, WMS), and 2 high schools (MHS, OHS) showed growth in all measured areas of the CCRPI, with OHS outperforming the state in all 5 measured areas.
The Georgia Promise Scholarship school list was recently released by the Governor’s Office of Student Achievement last week, but it has now been removed while the GOSA office validates data. While this list does not reflect current performance of many of the schools identified, we embrace the opportunity to continue our focus on the belief that all students can achieve at or above grade level. The Board of Education’s local accountability policy, adopted in 2019, ensures the focus remains on student achievement and continuous improvement. Dr. Pace thanked school leaders, district staff members, and the Board of Education for support provided in the Pursuit of Exceptional for all students.
Dr. Pace recognized National Special Education Day which occurred on December 2nd to honor students, staff, and families.
The HCS Communication Department was also recognized for winning 13 awards at the recent Georgia Schools Public Relations Association (GSPRA) annual fall conference.
Dr. Pace and the Board of Education recognized Mrs. Holly Cobb and her 8 years of service as a HCS Board of Education member.

1. Core Business of Student Learning

- Henry Futures, Mr. Antonio Mattox, Chief Family and Student Support Services Officer
Mr. Mattox presented an update on the Henry Futures platform, dual enrollment, the Equity Lab Partnership, and family engagement initiatives, which have led to an increase in opportunities, expanded access, and improved outcomes for Henry County students.
The Henry Futures platform provides a comprehensive and personalized data driven approach for career assessments and career exploration, including information on dual enrollment, scholarships, and college applications. This platform prepares students for college, career, and life-readiness, and has resulted in a 21% increase in scholarships since the 2023 school year, as well as direct access to college applications.
Dual Enrollment is available to students in grades 10-12, where they can earn high school and college credit concurrently. Students can earn up to 30 college credits prior to high school graduation, saving time and money while also helping prepare students for post-secondary options.
College partnerships have been expanded through our partnership with the National Education Equity Lab, which allows HCS students access to college courses while in a Henry County classroom. Participating universities include Columbia, Cornell, Georgetown, Harvard, Howard, Princeton, Spelman, Stanford, and Georgetown. We have seen a 670% increase in enrollment since the program’s inception, HCS is 1 of only 2 districts in Georgia with awards and recognitions in the top 20% of student performance in the honors program.
Family Engagement opportunities have helped share information regarding college and career readiness, to include Evening with UGA, the PROBE College/Military Fair, advisement with counselors, Henry Futures workshops, information sessions on scholarship opportunities and dual enrollment, just to name a few.
These initiatives supported by the Board of Education and community-inspired strategic plan have led to increases in scholarships, increases in Dual Enrollment participation, and valuable partnerships with post-secondary institutions, to advance opportunities and access for every student.

Mr. Miles provided a report on November construction progress.
i. School Electronic Message Signs
Installation of electronic signs has been completed, with training for school personnel nearing completion.
ii. New Administration Office Facility & Renovations to Existing Administration Office Facility
Carpet and LVT installation has been completed, with electrical and mechanical installation nearing completion. Sod is also being installed.

- November Financial Report

- General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of November totaled $250.3 million, while Cash on Hand across all funds during this reporting period totaled $455.4 million.
- E-SPLOST VI - There were expenditures of $3.8 million in the month of November with the majority of those funds allocated for construction projects.
- Capital Accumulation - There were expenditures of $596,990.74 dollars with investments in safety and security being the key driver in the month of November.
c. FY26 Budget Calendar, Mrs. Shanika Clay, Chief Financial Officer
The FY26 Budget Development Calendar was presented, and indicates selection of budget priorities in January 2025, a budget outlook in February 2025, a budget overview in March 2025, and the presentation of a tentative FY26 budget in April 2025. The Board is anticipating to tentatively approve the FY26 budget in April 2025, with final budget adoption scheduled for May 2025.
d. Comprehensive Policy Review, Mrs. Summer Cox, Chief of Staff
Mrs. Cox presented information on the Comprehensive Policy Review, which will occur throughout the 2024-2025 school year in alignment with Board Policy BD, which states the Board will conduct a review of policies every 5 years. Of the nine policies reviewed for the month of December, five are recommended for revision: Policy DIB- Financial Reports, Policy DIE- Fraud Prevention, Policy IFCB-Field Trips and Excursions, Policy JBC(3)- Social Security Numbers, and Policy
JGCC-Infectious Diseases. All five policies are available for public review and comment here.
BUSINESS ITEMS
1. Comprehensive Policy Review
The Board of Education approved the revised policies (HCBOE Policies DFL and JBD) with a vote of 5 to 0.
2. FY25 Budget Amendment
The Board of Education approved the FY25 Budget Amendment with a vote of 5 to 0.
3. 2025 Sick Leave Bank Committee
The Board of Education approved the 2025 Sick Leave Bank Committee with a vote of 5 to 0.
INSPIRATION
Inspiration for the December Board Meeting was provided by Tussahaw Elementary School students. The students sang the song, “Be an Inventor.” Tussahaw Elementary School’s music teacher is Ms. Leandrea Lawrence, and the principal is Dr. Lakani-Jones.
AWARDS AND RECOGNITION
2024 Model Water Tower Competition
The Henry County Model Water Tower Competition offered middle school students an engaging, science-based event designed to spark interest in engineering and introduce them to careers in the water industry. Students were challenged to design and construct a water tower that met specific size and height requirements. The towers were evaluated on leak prevention, stability, hydraulic and structural efficiency, design creativity, and the use of recycled materials. Students further developed their presentation and interview skills by discussing their towers with a panel of water industry professionals and participated in a range of science, technology, engineering, and math activities.

2024 National Education Equity Lab Golden Educator Award
The National Education Equity Lab empowers colleges to take a more active role in developing and inspiring the next generation of leaders. In partnership with pioneering universities, they deliver and support online college credit-bearing courses into teacher-led high school classrooms across the county at no cost to students. The National Equity Lab honors incredible teachers and one of our amazing Henry County teacher facilitators was selected as a recipient of the 2024 National Education Equity Golden Educator Award. This award recognizes exceptional Ed Equity Lab teachers who have taught two or more sections and maintained an impressive course rating of 95% or higher.

June Bryant Social Studies Teacher of Promise Award
The June Bryant Social Studies Teacher of Promise Award is given by the Georgia Council for the Social Studies to a teacher in their 2nd, 3rd, or 4th year of teaching in the area of social studies. HCS Board of Education Meeting – November 11, 2024

Board Chair Sophe Pope provided an update on the Whole Board Training held on October 31st. She expressed her gratitude to the leadership team who organized the training. Dr. Donna Hinton presented information to the Board on the importance of community culture on governance teams.
Board Vice Chair Annette Edwards provided an update on the Whole Board Training held on October 31st. Mrs. Edwards noted that the training session included information on state and local accountability as well as board legislative priorities. Additional information was presented to the board on Policy JBCA: Resident Students.
Mrs. Edwards also noted that she attended the Georgia School Board Association district regional meeting, and two topics were at the forefront: House Bill 581 and the insurance rate for classified staff.
Superintendent’s Welcome
Superintendent Pace provided recognition for the following celebrations in the month of November:
- Veteran’s Day- a celebration of our service members
- Kindness Week- a time to foster empathy and respect through a commitment to kindness
- National School Psychology Week- recognition of our school psychologists for their dedication and compassion for our students
- HCS Future College Awareness Week- an opportunity to promote post-secondary opportunities for our students
- Education Support Professionals Day- to honor all those who play supporting roles in our schools such as paraprofessionals, bus drivers, front office staff, substitutes, nutrition workers, and clinic aides
- National STEM Day- a recognition of the important role STEM plays in providing challenging experiences for our students
Dr. Pace also recognized State Superintendent Richard Woods’ visit to Henry County Schools to recognize 14 schools leading the way in Literacy and Math.

- Fine Arts Update, Mrs. Termerion McCrary, Chief Learning and Performance Officer
Mrs. McCrary provided an update on fine arts initiatives and investments. Choral programs are now available to students at all levels. The HCS Board of Education has invested $650,000 in orchestra programming, which is now available in 91% of high schools and 60% of middle schools, which is on pace with the strategic plan timeline. The Academy for Advanced Studies now offers Dance, Music Technology, Technical Theatre, and Visual Arts. Theater programming is now available at every high school, with more than $500,000 in Board investments. Additional investments of over $1 million have been made in band equipment and uniforms, $440,000 in middle and high school chorus, and $1.6 million in visual arts equipment. With over 12,000 students enrolled in Fine Arts courses across the district in grades 6-12 and a 20% increase in the number Fine Arts Pathway completers, Henry County Schools is actively engaged in realizing the community’s vision identified in the Strategic Plan. Students across the district have participated in multiple events to showcase their skills, which will continue to expand to support access and opportunities for students.

October Financial Report
- General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of October totaled $101.5 million, while Cash on Hand across all funds during this reporting period totaled $285.6 million.
- E-SPLOST VI - There were expenditures of $5.8 million in the month of October with the majority of those funds toward technology devices and construction projects.
- Capital Accumulation - There were expenditures of $19,407.12 dollars with investments in furniture growth and replacement and athletics facilities being the key drivers in the month of October.

- Fiscal Review of Local Legislation, Mrs. Shanika Clay, Chief Financial Officer
Mrs. Clay provided a review of local legislation and fiscal impacts on the school district. Two measures related to tax exemptions were recently on ballots, and Mrs. Clay focused on one of those measures: House Resolution No. 1022. This legislation is related to House Bill 581 and will be effective January 1, 2025. It establishes a statewide floating homestead exemption to help reduce individual’s property taxes by reducing the assessed value of property, which also reduces the local taxing capacity and therefore local revenue. Had this legislation been in place over the last few years, Henry County Schools would have lost $7.5 million in 2021, $27.7 million in 2022, and $34.7 million in 2023, with a total decrease in funding of over $70 million in a 3-year period. As the largest employer in Henry County, these funds were used to make investments in the Community Inspired Strategic Plan, to include employee compensation, hiring of staff to support STEM and fine arts, the addition of campus safety monitors, and additional staffing and compensation needs such as health insurance increases. Henry County Schools is currently assessing how this new legislation may impact local funds in the future.

- Safety and Security Report, Mrs. Mary Ann Suddeth, Chief School Leadership Officer
Mrs. Suddeth provided a report on safety and security, covering HCS Board of Education actions and investments to support campus security, student and staff safety, and conduct expectations. Examples of the Board of Education’s $30 million investments in campus security include school resource officers, campus safety monitors, campus alert system, cameras, door ajar alarms, and weapons detection systems at large events. Safety practices include the implementation of school safety plans, training for staff, safety drills, and student and parent advisories on safety. The code of conduct is implemented in conjunction with training for students and staff, mentoring programs, and conflict resolution initiatives. As a result of research and feedback received at Cluster Community Conversations, the district will enhance communication protocols while planning to soon implement pop-up security screenings with weapons detection, requirements for student ID cards, and K9 searches in select locations.

The Board of Education approved purchase of 28 school buses for year four of E-SPLOST with a vote of 5 to 0.

The Board of Education approved the furniture/equipment growth and replacement purchases with a vote of 5 to 0.
- Instructional and Technical Infrastructure: K-12 Visual Arts
The Board of Education approved the K-12 Visual Arts purchase of materials with a vote of 5 to 0.

Mrs. Cobb congratulated Eagles Landing High teacher Mr. Bryan Thompson for being nominated as Young Teacher of the Year by the Georgia School Council of Social Studies.
Mrs. Cobb congratulated Rock Spring Elementary students for collecting over $8,000 for the American Heart Society through the Kid’s Heart Challenge. Rock Spring Elementary was the top earning school in Henry County.

Mrs. Pope congratulated the Georgia Storm Wheelchair Sports Handball team as they competed in the playoffs this past Saturday. Henry County Schools has not had a handball team since 2019.
Mrs. Pope recognized the schools that were represented during the visit by Superintendent Woods. Also, she recognized Ola Middle School for being the only school to receive both math and literacy leader awards.

Dr. Pace provided an update on his Entry Plan activities. The plan consists of three phases, with Phase One focusing on Opportunities, Phase Two focusing Access, and Phase Three focusing on Outcomes. He has completed 81% of the actions identified in Phase One, which includes culture and climate visits to all Henry County schools. October is National Principal’s Appreciation Month to recognize the vital leadership of our school principals. National Custodians Day was celebrated on October 2nd and we thank all of our custodians for their hard work. National Coach Appreciation Day was on October 6th to recognize their support of student athletics. World Mental Health Day was celebrated on October 10th, to include our Mental Health and Wellness Facilitators. We proudly celebrate National Hispanic Heritage Month to honor the contributions of Hispanic Americans. National Bullying Prevention Month is recognized this month as we support safe and supportive learning environments. October is also Breast Cancer Awareness month, which we recognize to honor survivors and bring awareness for prevention.

- Strategic Plan Year 4, Quarter 1 Report, Mrs. Summer Cox, Chief of Staff
Ms. Cox provided the Year 4, Quarter 1 report to highlight recent accomplishments in implementing the community inspired 5-year strategic plan. Highlights from this quarter include the development of a student profile for the new STEM high school, professional development for teachers in literacy and research-based instructional strategies, the expansion of orchestra programming to 2 new high schools (DHS and LGHS), and ongoing efforts to increase dual enrollment opportunities for students. The Henry Partners program has been redesigned and implementation is underway to improve connectivity with community partners. We have also continued to build partnerships with colleges and universities to offer courses for adult learners, as well as local businesses to support employee wellness. Staff members are enhancing their ability to support students through the development of resources such as the Advisement and Counseling Toolkit and by participating in professional development aimed at supporting students with specific needs.

- Career, Technical, and Agricultural Education Update, Mrs. Termerion McCrary, Chief Learning and Performance Officer
Mrs. McCrary provided an update on Career, Technical, and Agricultural Education (CTAE), which provides learning pathways to equip students for real-world careers, higher education, and technical fields. We continue to partner with local businesses and post-secondary institutions to provide internships, apprenticeships, and dual enrollment. HCS has the fifth largest CTAE program in the state of Georgia, with over 47 pathways in areas such as healthcare science, engineering, business management, agriculture, programming, and teaching as a profession, just to name a few. We are seeing increases in enrollment for these programs, and many students are able to earn industry recognized certifications or licenses prior to high school graduation. Youth apprenticeship enrollment is also increasing, where students can transfer their skills to a supervised work placement while receiving academic credits. Partnerships with Piedmont Henry Hospital and Gordon State College support our Tomorrow’s Healthcare Today and Tomorrow’s Teachers Today programs to provide both educational opportunities for HCS students as well as a proactive approach to addressing economic development needs within the Henry County community.

- Henry Cares Check-In, Mr. Antonio Mattox, Chief Family and Student Support Services Officer
Mr. Mattox presented an update on Henry Cares, which is a district initiative aimed at supporting staff and students by identifying areas of need related to connectedness and overall well-being in the learning environment. Given twice a year, Henry Cares Check-Ins provide information on relationships, well-being, and belonging, and are used by school teams to ensure supports are provided in areas such as attendance, as well as academic and behavioral needs.
We also utilize the Georgia Student Health Survey (soon to be replaced by the Georgia School Climate Survey) to obtain insights into how staff, students, and families are feeling. This statewide survey helps identify safety, climate, and health issues that impact student achievement and well-being.
Continued partnerships with community agencies also allow us to provide site-based health services such as immunizations, wellness checks, and sports physicals. Initiatives aimed at providing a holistic approach to employee wellness are also being implemented. Together, the supports in place for staff, students, and families are creating an environment that values connectivity across the community.

- General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of September totaled $105.9 million, while Cash on Hand across all funds during this reporting period totaled $286.5 million.
- E-SPLOST VI - There were expenditures of $2.7 million in the month of September with the majority of those funds toward construction projects.
- Capital Accumulation - There were expenditures of $7,772 dollars with investments in furniture growth and replacement being the key driver in the month of September.

Mrs. Cox presented information on the Comprehensive Policy Review, which will occur throughout the 2024-2025 school year in alignment with Board Policy BD, which states the Board will conduct a review of policies every 5 years. Of the ten policies reviewed for the month of October, three are recommended for revision: Policy DFC- Federal Funds, Policy DFK- Gifts and Bequests, and Policy JBCB- Nonresident Students. Superintendent Swearing-in Ceremony
Dr. John Pace was sworn in as the new Superintendent of Henry County Schools by Judge Kelly Powell.
Superintendent’s Welcome
Dr. Pace acknowledged the recent event in Winder, GA at Apalachee High School with a moment of silence. Our thoughts and prayers are with the students and school community.
Dr. Pace’s thanked the Board for welcoming him as the new Superintendent of Henry County Schools and trusting him with this role. He is honored to be working alongside the Large District Governance Team of the Year, and he is excited to work toward exceptional opportunities and access for every student in Henry County.
In recognition of National Day of Service and Recognition, Dr. Pace thanked first responders for their partnership with Henry County Schools and the valuable role they play in keeping our schools and community safe.

- Annual Report Year 3, Mrs. Summer Cox, Chief of Staff
Mrs. Cox presented information on the Strategic Plan’s Annual Report for Year 3. The report included information on progress toward the tactics for each of the five Strategic Actions, investments made by the Board, Priority Student Outcomes, and areas of focus for the 2024-2025 school year.
Strategic Action1: Reading, advanced coursework, robotics and coding, elementary STEM labs, CTAE and fine arts were all areas of progress for Year 3.
Strategic Action 2: The highly effective leader framework, accountability systems, parent engagement opportunities, and data management systems saw progress in Year 3.
Strategic Action 3: Connectivity and engagement for students, employees, families, and community partners was improved in Year 3 by the development of Henry Partners, streamlined immunization processes, and planning and growth activities.
Strategic Action 4: Support structures for student and employee health and wellness were improved through work on wraparound services, professional development in therapeutic behavior interventions, single entry buzzer systems, and the additional of HVAC units in elementary gyms.
Strategic Action 5: The high-performing operational culture of Henry County was advanced with the implementation of a new Enterprise Resource Planning system, improvements in data reporting models, energy management initiatives, and growth and replacement activities for furniture, fine arts and athletics.
Overall, the Board has invested $46 million dollars to date in Strategic Plan initiatives.
Priority Student Outcomes for Literacy Proficiency, Readiness to Learn, and College, Career, and Life Ready will continue to guide the work through the completion of the Strategic Plan in 2026.

- Henry Reads Update, Mrs. Termerion McCrary, Chief Learning and Performance Office
Mrs. McCrary presented information on Henry Reads. She began with a review of the updated Priority Student Outcomes for Literacy Proficiency, which focuses on reading growth from grade to grade and reading at or above grade level. Georgia’s Early Literacy Law was also reviewed as it requires training for K-3 teachers in the science of reading, structured literacy and foundational literacy skills, with high quality instructional materials and universal screeners. Henry Reads aligns with these requirements and will consist of six components:

Installation of electronic signs has been completed at all schools with the exception of HES, PGES, and HMS. Training for school personnel is in progress.

Installation of exterior sidewalks and steps is in progress, and interior painting has begun on the first floor. The HVAC units have also been installed.
- New Transportation Facility & Renovations to Existing Transportation
Permanent fencing has been completed at the OKE playground, paving of new parking lot continues, and installation of lifts in the bus maintenance area is ongoing.
- Renovations, Modifications, and Additions for Ola Middle School
Site-mobilization has begun, with temporary construction fencing being installed and the set up of the office trailer in progress.

Contracts have been sent to the general contractor for execution, and the notice to proceed will be issued after contract execution and acceptance.

- The punch list items for Birch Creek Elementary are in progress.
- An upcoming HVAC replacement project will come to the Board in October for approval.
- The Dutchtown Middle School addition is in design right now.
- The Ola High School addition design starts later this month.

Mrs. Cox presented the proposed schedule of board meetings for 2025, which aligns with the current schedule with all regular meetings occurring on the second Monday of each month. Times will align with the current schedule as well, with study sessions beginning at 4:00 pm and business meetings beginning at 7:00 pm. The proposal also includes dates and times for special called meetings. Kristopher Strong from Stockbridge High School placed 1st in the High School Elite Division of the Peachtree Road Race. Twenty males and 20 females from among the fastest in the Georgia classes of 2025, 2026 and 2027 were selected by the Atlanta Track Club to compete. They were invited to line up among the professional athletes at the start line. They also were invited to the hospitality room at the pre-race banquet and to press events to engage with professional athletes.

Board Chair Mrs. Pope presented a Superintendent Update, with the Board approving Dr. John Pace III as the new Superintendent for Henry County Schools at a Special Called Meeting on August 6th. Dr. Pace will begin his tenure on September 3rd. Mrs. Pope, Mrs. Cobb, Mr. McDaniel, and Mrs. Edwards thanked Dr. Knowlton for serving as the Interim Superintendent over the last several months.

- Partners in Education, Mrs. Summer Cox, Chief of Staff
Ms. Cox provided an update on efforts to expand the Partners in Education program, to include community partners, business partners, and civic-organization partners. Partners in Education have been defined as volunteers, mentors, and sponsors, and will have opportunities to recommit each school year while also being recognized for their partnership. Interested partners will soon have the ability to submit an online interest form to identify the type of support they are interested in providing to either the district or a school and will participate in the development of a Memorandum of Understanding with the district. Interested partners will also be able to learn more about the process and partnering opportunities through “How to Partner with Henry County Schools” sessions, which will be offered twice a year beginning this year.

- Spring 2024 Georgia Milestones Results, Mrs. Termerion McCrary, Chief Learning and Performance Office
Ms. McCrary provided a report on the Georgia Milestones results that have been publicly released from spring 2024. These results include the End of Grade assessments from grades 3-8 for EL, grades 5 and 8 for science, grade 8 for social studies, and End of Course assessments from American Literature and Composition, Algebra I/Coordinate Algebra, Biology, and US History. The 2023-2024 school year served as a baseline year for the new math standards, so those results and comparisons are not yet available.
Results indicate that students exhibited noticeable growth in proficient and distinguished levels in US History, 5th grade science, 5th and 6th grade reading, 5th, 6th, and 8th grade ELA, as well as American Literature.
To continue to improve reading outcomes for students, the Henry Reads initiative began this summer with priority given to professional development on the science of reading, literacy, lesson planning, and high leverage instructional practices.

The award honors schools that demonstrated impeccable sportsmanship during the school year. One of two recipients is from Henry County Schools.

2023-2024 Georgia High School Association Electric Membership Corporations Cooperative Spirit Sportsmanship Award winner and 2023-2024 Athletic Department Academic Award winnerIn addition to receiving a Cooperative Spirit Sportsmanship Award, Stephen Spruell, Athletic Director at Union Grove High School (UGHS), received the 2023-2024 Athletic Department Academic Award. The UGHS athletic department marked the highest GPA for all student-athletes combined for the 2023-24 school year, thus being presented with the Henry County Schools Athletics Academic Award. We are extremely proud of their academic and athletic accomplishments, boasting six region championships, 16 state play-off appearances and two Elite Eight state finishes. UGHS had a combined GPA of 3.52 with 17 athletic scholarship signings. The athletes, coaches and athletic director were celebrated for their accomplishments, including winning the Georgia Athletic Directors Association Region Director’s Cup for the third time in 4 years, and having multiple Region Coaches and Players of the Year.
When combining the academic performance of all student-athletes in the district, HCS is very proud to announce an overall GPA of 3.25 with over 140 student athletes who went on to sign college scholarships. The high expectations of teachers, parents and oversight of coaches, athletic directors and other school staff create opportunities for our student-athletes that might not otherwise exist, further providing evidence that athletic participation increases academic success.

National History Day National Competition Award WinnersFour projects from Henry County Schools competed during the National History Day (NHD) National Competition at the University of Maryland in June. Students competed in multiple rounds of competition and interviews throughout the week. These projects and students, by simply being selected to compete at the national competition, represent the top 3% of all NHD projects completed nationwide.

Board Vice Chair Edwards provided an update on her participation at the Georgia School Board Association (GSBA) Conference in June. She shared her reflections on a session she attended and budgeting information from another school district.
Mrs. Holly Cobb provided information on the presentation that she and Board Vice Chair Edwards facilitated at the GSBA conference on transparency, strategic planning, decision making, and policy.
- Superintendent Search
Board Chair Sophe Pope provided an update on the Superintendent search. The Board has secured the Georgia School Board Association as the search firm to facilitate the search for our next Superintendent and are currently in the middle of interviews. She is hopeful and excited for the future of Henry County Schools. There is a website dedicated to sharing updates with the community, and it can be accessed here: Superintendent Search
Superintendent’s Welcome
Dr. Knowlton provided a final update on the cyber security incident. The emergency resolution expired on June 30, 2024, and an external data mining team has concluded their review of the scope and impact of the suspicious activity. A third- party vendor will soon contact individuals if impacted by this incident. Dr. Knowlton thanked our students, staff and community for their support during this incident. - STEM High School Update, Mrs. Termerion McCrary, Chief Learning and Performance Officer
The community inspired strategic plan prioritizes STEM opportunities for students, to include the building of a new STEM high school. This school will provide three areas of specialized studies in Aerospace Engineering, Biotechnology and Medical Science, and Sustainability and Green Energy, with intensive course sequences at an accelerated pace. Anticipated to open in August 2027, Henry’s STEM High School will serve up to 1,000 students, with all qualified and eligible students accepted through a random lottery process. Transportation will be provided as well.
Success indicators for students interested in attending the STEM High School include high performance in Algebra while enrolled in middle school, and a strong aptitude for math and science with a desire to pursue research-intensive STEM career fields. A student profile will be developed to assist with identifying qualifying student attributes.
The curriculum will be rigorous and integrated with university-level research content. Draft course progressions are under development. The STEM High School will also offer fine arts opportunities such as visual arts, chorus, band, and orchestra.
The new building will have specialized wings for each theme area, as well as flexible learning spaces, a media center, work-stations, and a courtyard.
Next steps for the STEM advisory team include establishing school start and end times, continuing the building design and identification of specialized equipment, development of student profiles, and academic programming design.

- Back to School Preparations, Mrs. Mary Ann Suddeth, Chief School Leadership Officer
Chief Suddeth presented information on back to school preparations. Several key performance indicators have been identified as focus areas for this school year, to include reading growth, reading and math proficiency, attendance, and graduation rate. School improvement plans will align with these goals, with a focus on our Big Rocks, to include the Henry Reads initiative, data-driven instruction, instructional coaching and feedback cycles, and attendance.
Our Be Ready Day One website is available for families to access back to school information, and the Here Comes the Bus app will be available on July 20th for families to access bus route information. Parents should ensure they have updated their information via Infinite Campus prior to school starting. The Welcome Center will be open July 26-31 with extended hours of 8:00 -6:00 pm to assist families with back-to-school needs.
Free and reduced meal applications completed during the 2023-2024 school year will remain valid until September 12th, and new applications are now available for the 2024-2025 school year in the parent portal. As a reminder, meal prices for students for the new school year are:
Breakfast at all levels: $1.40
Elementary Lunch: $2.65
Middle and High Lunch: $2.75
We will also continue our focus on safety and security, to include the addition of campus safety monitors at all elementary schools. Previous investments in safety measures such as the door ajar system, weapons detection, and single point entry will continue.
The 2024-2025 Code of Conduct is now available, and additions for the new school year include ISS at the elementary level with a focus on prevention and intervention.

State Level Awards and Scholarships
Mary Rozier from Eagle’s Landing High School was the only individual from the state of Georgia to win the Vincent J. Dooley Scholarship Award. Mary will receive $1,000 per year for college and $500 for the charity of her choice. Mary was also a county champion, three-time region champion and two-time state runner up in long jump and record holder in Henry County Schools:

Mr. McDaniel recognized Hampton High School graduate, Daniel Roberts, as he will be competing in the 2024 Paris Olympics.
Mr. McDaniel thanked Henry County alumni Will Anderson and Antonio Gibson for holding the summer football camps for our HCS student athletes.
Mr. McDaniel congratulated Mike Johnson from Dutchtown High School class of 2026 for committing to Mississippi State University.
Mr. McDaniel asks for prayers for the Hampton families and community as we remember tragedy that happened in the Hampton community one year ago.

Board Chair Sophe Pope provided an update on the Superintendent search. The Board has secured the Georgia School Board Association (GSBA) as the search firm to facilitate the search for our next Superintendent, and the search launched on April 1st. The application window closed on May 12th, and the application packets received were presented to the Board by the GSBA on May 28, 2024. The Board is now using information received from the community survey analysis to review the applications. - Back to School Preparations, Mary Ann Suddeth, Chief School Leadership Officer
Mrs. Suddeth provided an update on preparations for Back to School and began by recognizing end of year events such as the district’s retirement celebration and athletic awards. With many students transitioning to middle or high school, we also recently graduated approximately 3,325 seniors who earned close to $63 million in scholarships. To prepare for next school year, district and school leaders participated in the Summer Leadership Conference and teachers have begun professional development with a focus on literacy. Our students are also engaging in Summer Learning Opportunities, with over 4,000 students participating. Our Be Ready Day One website is available for families to access back to school information, and the Here Comes the Bus app will be available on July 20th for families to access bus route information. Online registration for the Before and After School Enrichment Program will re-open for families on July 8th, and Kindergarten registration remains open. As a reminder, meal prices for the new school year is reflected here:

Construction is progressing as scheduled for a 2024-2025 opening, with the playground being installed and punch list activities beginning. Furniture installation is ongoing, and the Certificate of Occupancy will be completed this week.

Installation of all electronic signs is completed at 17 elementary schools and 12 secondary schools. Training for school personnel will occur as the project nears completion.

Installation of exterior window frames is ongoing and setting of the roof-top HVAC units are near completion. Underground fire and water main lines has begun, and steel erection is complete. Exterior brick placement has also begun.

New York City Transportation Bureau Challenge CoinLailah Metallo is a 3rd year Graphic Design Student at the Academy for Advanced Studies. Within the last year Lailah has produced a stunning portfolio of work which includes designs that have placed her 3rd in the State for Graphic Design and 2nd in the Regionals of Georgia Skills USA. Her designs have also been featured through the rebranding of the seal of the Henry County Police Department. Recently her work caught the attention of the New York City Police Department who reached out to the Academy to have her design a challenge coin for their Transportation Bureau. Lailah is a true definition of the outstanding work that comes out of the Academy for Advanced Studies and a true definition of what it means to be exceptional at Henry County Schools.

Georgia Council on Economic Education’s Stock Market GameThe Georgia Council on Economic Education coordinates the Stock Market Game every fall and spring for students in grades 4-12 throughout all of Georgia. The Stock Market Game is a simulation which challenges students to invest a virtual $100,000.00 in real stocks for 10 weeks. The team that earns the most equity in each grade level (Elementary, Middle or High) at the end of 10 weeks is declared the winner. 2024 High School VEX Robotics World Championship
Ola’s VEX Robotics Team had an outstanding performance at the 2024 High School VEX Robotics World Championship in Dallas, Texas in April. The team was one of 820 that qualified out of over 13,000 teams from more than 45 countries. In match play, Ola paired with a team from Ohio to win the Math Division, earning them a spot to compete against nine other teams in the Championship Dome Arena. This is the first time in the district’s history that a team has won their division at worlds and competed in the dome. The team also posted a Skills Score that put them in the top 3% of competitors and they won the Math Division Amaze Award.

2024 National Interscholastic Athletic Administrators Association (NIAAA) State Award of Merit
Kelli Hutcheson, CAA, District Director of Athletics at Henry County Schools, received the 2024 NIAAA State Award of Merit. Kelli has completed 12 NIAAA Leadership Training Courses, displaying her commitment to professional development. She serves on the Georgia Athletic Director’s Association Board as 1st Vice President and is on the National Athletic Director Conference Advisory Committee. She is in service to the Georgia High School Association as a member of the Board of Trustees. In her home state, Kelli was a founding member of the Georgia Cheerleading Coaches Association. She stayed involved and served on the board for 15 years. She also authored the Cheerleader and Coach of the Year recognition programs and developed funding to provide scholarships and gifts for the recipients.

Other students will soon transition from elementary school to middle school, and middle school to high school. Dr. Knowlton also recognized Teacher Appreciation Week, and a compilation video of students and staff thanking a teacher was shared.

- Finishing the 2023-2024 School Year Strong, Mary Ann Suddeth, Chief School Leadership Officer
Ms. Suddeth presented information on end of year activities as the school year comes to a close. Examinations are still under way, class scheduling for FY25 is in progress, graduations will soon be underway. Summer Learning Opportunities are available for students, and professional learning opportunities will be ongoing for staff throughout the summer. Registration for the Before and After School Enrichment program is currently open but will close on May 17th, re-opening on July 8th. Additionally, kindergarten registration has been open since March 26th and will continue to be available to Henry County families. Families may access the Be Ready Day One website where information and resources are available for a successful start of the 2024-2025 school year. Open house is scheduled for Tuesday, July 30th, with the first day of school scheduled for Thursday, August 1st.

- FY25 Budget, Mr. Jeff Allie, Acting Chief Financial Officer
Mr. Allie presented the final FY25 Budget recommendations outlining the forecast of changes in revenues and expenditures with consideration for legislative and local priorities. The State’s FY25 Budget has been adopted, and the local tax digest data window has closed. Budgetary impacts have been analyzed to contribute to the final FY25 Budget recommendations.
Mr. Allie previewed the FY25 Budget, which includes competitive compensation for employees. Certified staff will receive the $2,500 raise supported in the state’s adopted budget, steps in the salary scale will be honored, classified and administrative pay scales will increase by 2%, and other job families such as bus drivers and paraprofessionals will see additional increases.
Additional areas of focus for the FY25 Budget include investments in Strategic Plan initiatives that prioritize high-quality instruction and support services, mental health and wellness, and growth and replacement efforts.
The first of two Budget Hearings occurred on April 15th with the tentative adoption of the budget that evening, and the second hearing occurred on May 13th prior to the Board’s adoption of the FY25 budget later that evening.

National History Day CompetitionOn Saturday, March 21st, Henry County Schools students competed in the State of Georgia NHD Competition. Only 400 projects out of 12,000 state-wide compete during the competition. We are thrilled to recognize the seven projects that were honored at the state level. Board Chair Sophe Pope provided an update on the Superintendent search. The Board has secured the Georgia School Board Association as the search firm to facilitate the search for our next Superintendent, and the search launched on April 1st. A Superintendent Search Survey has also been shared with the Henry County community to solicit input on key priority areas in identifying a new superintendent. Superintendent’s Welcome
Dr. Knowlton recognized the first Community Leadership Academy, which consists of community members who have participated in learning opportunities throughout the school year on topics such as intergovernmental partnerships, budgeting, operational services, and family and student support services.
Dr. Knowlton took time to celebrate Child Abuse Prevention Month to honor efforts to stop child abuse. The Month of the Military Child was recognized to honor the sacrifices made by military families. School Library Month was celebrated to honor media specialists and their role in supporting students. Assistant Principal Week occurred the week of April 1-5 and acknowledges the positive impact they have on students and communities. Exceptional Children’s Week will occur April 14-20 and celebrates our students with unique learning needs. Afterschool Professionals Week will be celebrated April 22-26 for our staff members who serve schools and communities before and after school. Paraprofessional Appreciation Day occurred on April 3) and recognizes their hard work, dedication, and support for student success. And lastly, Administrative Professionals Day will be celebrated on April 24, and we thank them for their contributions to Henry County Schools.

- Strategic Plan Year 3, Quarter 3 Report, Mrs. Summer Cox, Chief of Staff
Ms. Cox provided the Year 3, Quarter 3 report to highlight recent accomplishments in implementing the community inspired 5-year strategic plan. The Board recently approved new target goals for Priority Student Outcomes in the areas of Student Connectivity, Reading for different grade levels, and ACT and SAT participation. Highlights from Year 3, Quarter 3 include progress in our preparations to open the new STEM high school, professional development for teachers, and expansion of fine arts programming. We continue to develop opportunities for students in the Before and After School Enrichment Program, while also providing more Advanced Placement and World Language opportunities. Teacher and Leader Development is a focus as we strive to recruit and retain the best, teachers, leaders, and support staff. Making data more accessible and functional has been a priority this quarter as well, with work to improve our data analytics platform and our reporting abilities. We have continued to build partnerships with colleges and community agencies to develop options for students to earn high school equivalency diplomas, and to provide health resources to staff and families, including assistance with obtaining immunizations.

Construction is progressing as scheduled for a 2024-2025 opening, with final grading activities and concrete placement coming to an end. Phase 1 and 2 floor coverings have been completed in the classrooms. Permanent power is also in place.

- New Administration Office Facility
Rough grading for the new parking lot has begun and stair installation is complete. Installation of interior metal stud framing has begun, with steel erection is nearing completion.

Grading activities are nearing completion, and roof drainage have been installed.
- HVAC Cooling Tower Replacement
This is on schedule for Austin Road Elementary and East Lake Elementary, with contracts completed and plans to start the project this summer.

- March 2024 Financial Report
- General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of March totaled $201.6 million, while Cash on Hand across all funds during reporting period totaled $466.1 million.
- E-SPLOST V – There were expenditures of $116,655 during the month of March. Mr. Allie also indicated that this program is anticipated to close out by the end of this fiscal year.
- E-SPLOST VI - There were expenditures of $11.2 million in the month of March, bringing expenditures to date for the program to 31%.
- Capital Accumulation - There were expenditures of $538,226 with investments in Safety and Security infrastructure as the key driver in the month of March.
- ESSER Funds- There were no expenditures incurred in March.

- FY25 Tentative Budget, Mr. Jeff Allie, Acting Chief Financial Officer
Mr. Allie presented the FY25 Tentative Budget with recommendations outlining the forecast of changes in revenues and expenditures anticipated considering legislative and local priorities. Now that the 2024 Legislative Session has closed, to include adoption of the State’s FY25 Budget, and the local tax digest data window has closed, budgetary impacts have been analyzed to contribute to the FY25 Tentative Budget recommendations.
Mr. Allie previewed the FY25 Tentative Budget, which includes competitive compensation for employees. Certified staff will receive the $2,500 raise supported in the state’s adopted budget, steps in the salary scale will be honored, classified and administrative pay scales will increase by 2%, and other job families such as bus drivers and paraprofessionals will see additional increases.
Additional areas of focus for the FY25 Tentative Budget include investments in Strategic Plan initiatives that prioritize high-quality instruction and support services, mental health and wellness, and growth and replacement efforts.
The first of two Budget Hearings occurred on April 15th with the tentative adoption of the budget that evening, and the second hearing will occur on May 13th with the final FY25 budget adoption that evening.

- Legislative Update, Mrs. Summer Cox, Chief of Staff
Mrs. Cox provided an update on the recent legislative session. The Henry County Board of Education has identified Legislative Priorities for the 2023-2024 school year, and they include mental health and wellness, supportive safe, and secure learning environments, educator compensation, teacher pipeline development, learning opportunities for students, and support for families. As the 2024 Legislation Session closed in March, themes included the Georgia Promise Scholarship, health and safety, student discipline, and social media. Governor Kemp has until May 7th to sign or veto pending legislation.

Dr. Nutt recognized Stacy Caldwell from Ola High School on being named the South Metro Region Library Media Specialist of the Year.
Dr. Nutt celebrated April being Autism Awareness Month.
Dr. Nutt attended the Exceptional Student Education (ESE) Prom at Locust Grove High School. She also attended the ESE Parent Workshop held at the Henry County Learning and Support Center.
Dr. Nutt recognized Stephen Phillips from Locust Grove High School for being named the Regional Athletic Director of the Year.

Board Member Items
Board Chair Sophe Pope provided an update on the Superintendent search. The Board has secured the Georgia School Board Association as the search firm to facilitate the search for our next Superintendent, and more information on identified requirements will be available soon. Board Vice Chair Annette Edwards provided an update on a recent Whole Board Training attended by the Board and Cabinet members, which included a review of parliamentary procedures that are utilized by the Board. Mrs. Pope also provided an update on work completed to inform goals for new Priority Student Outcomes, and collaborative discussions to inform the development of an Instructional Time policy led by the Board.
Mr. MaKenzie McDaniel attended the Consortium of State School Boards Association (COSSBA) Annual Conference in Dallas, TX, and summarized sessions that he attended, which included topics on racial equity in public schools, empowering educators in support of students that come from low income communities, and the impact of House Bill 538.
Superintendent’s Welcome
Superintendent Knowlton recognized Board Member Appreciation Week and expressed appreciation for their commitment and contributions to Henry County Schools as an award-winning Governance Team. Women’s History Month is celebrated in March to recognize the various contributions that women have made throughout history. Dr. Knowlton also recognized National School Social Worker Week for their commitment and contributions to supporting students and families in our community. Additionally, Read Across Henry occurred on March 6th and is celebrated as an opportunity to encourage students to read.

a. Preparing for the 2024-2025 School Year – School Update, Mrs. Mary Ann Suddeth, Chief School Leadership Officer
Ms. Suddeth provided an update on activities to close out the 2023-2024 school year while also preparing for a successful start of the 2024-2025 school year. Graduation festivities will occur in May, and here is a quick look at the schedule for each high school:
Summer learning opportunities for students will be provided to include Early Kindergarten, Summer Bridge for rising 1st, 2nd, and 3rd graders, and a transitional program for rising 6th and 9th graders. STEM camp for rising 3rd-8th grade students will also be available, with additional fine arts programs offered for secondary students. High school students will also have opportunities for Grade Repair, Credit Recovery, and summer school.
Summer professional development for teachers and staff will include a Summer Literacy Summit, and sessions on highly effective instruction for math and science.
In preparation for the 2024-2025 school year, the Be Ready Day One website will be available in April and can be found here: www.bereadydayonehenry.com. This site will allow new families to complete online registration while providing updated information and verification access for returning families.

Kindergarten registration begins March 26th.

Early registration for before and after school programs will open May 6-17 and will have a $25 registration fee per student (family cap of $75). Registration will re-open on July 8th.

School breakfast and lunch prices will experience slight increases with new prices:

Middle and High Lunch- $2.75

Visitors and Employees- $2.50 for breakfast and $4.00 for lunch
Adjustments to school programming will include Impact Academy transitioning to a school rather than a program for the 2024-2025 school year, and Excel Academy will offer a virtual learning option for middle school students.
Teachers will return from summer break on Thursday, July 25th, with elementary school and Academy for Advanced Studies (AAS) Open House scheduled for Monday, July 29th, from 4:00-7:00 pm. Middle and high school open house is scheduled for Tuesday, July 30th, with middle school 4:00-7:00 pm, and high school 3:00-6:00 pm. The first day of school for students is Thursday, August 1st. b. Safe and Secure Learning Environment: Code of Conduct Annual Review Process, Mrs. Mary Ann Suddeth, Chief School Leadership Officer
Ms. Suddeth presented information on the Code of Conduct annual review process. With a focus on maintaining supportive, safe and secure learning environments, the review process included feedback from a variety of stakeholders. a. January Construction and E-SPLOST Report, Mr. Josh Malcom, Chief Operations Officer

i. Birch Creek Elementary
Construction is progressing as scheduled for a 2024-2025 opening, with final grading activities and concrete placement coming to an end. Phase 1 and 2 floor coverings have been completed in the classrooms. Permanent power is also in place.

ii. School Electronic Message Signs
Demolition of existing elementary school signage has been completed, and middle and high school electronic signs are starting to go up. All schools will be completed in April.

iii. New Administration Office Facility
Steel erection is in progress, stairwells are underway, and electrical rooms are under development. Footing work for the exterior canopy has begun, and the final slab pore has been completed on the third floor.

iv. New Transportation Facility & Renovations to Existing Transportation.
Renovations of the existing facility are underway. For the new facility, underground piping, water service, and footings for the administrative area are in progress.

v. HVAC Cooling Tower Replacement
This is on schedule for Austin Road Elementary and East Lake Elementary, with contracts completed and plans to start the project this summer.

- General Fund Assets and Total Cash on Hand - The total value of general fund’s assets at the close of February totaled $213.6 million, while Cash on Hand across all funds during reporting period totaled $486.1 million.
- E-SPLOST V - There were no expenditures during the month of February. Mrs. Clay also indicated that this program is anticipated to close out by the end of this fiscal year.
- E-SPLOST VI - There were expenditures of $1.2 million in the month of February, bringing expenditures to date for the program to 28.14%.
- Capital Accumulation - There were expenditures of $327,693 with investments in Safety and Security improvements and Athletic Equipment Replacements being the key drivers in the month of February.
- ESSER Funds- There were no expenditures incurred in February.

c. FY25 Budget Outlook Report, Mrs. Shanika Clay, Chief Financial Officer
Ms. Clay presented an FY25 Budget Overview outlining the forecast of changes in revenues and expenditures anticipated considering legislative and local priorities.
Mrs. Clay previewed an anticipated reduction in state revenues, primarily driven by an increase in the local five mil share contribution calculated by the state in response to the growth of the local tax digest. The reduction in state funding will be offset by year over year improvement in Local revenues, but it is ultimately anticipated that the Board of Education will utilize reserves in order to allocate funds to accomplish objectives of advancing the Community-Inspired Strategic Action Plan and investing in the workforce to recruit and retain highly effective teachers, leaders, and staff.
The overview presented sets the path to the preparation of the Tentative FY25 Budget in April. The first of two Budget Hearings will occur on April 15th with the tentative adoption of the budget that evening, and the second hearing will occur on May 13th with the final FY25 budget adoption that evening.

Inspiration for the March Board Meeting was provided by the Flippen Elementary School Chorus who performed “There Has to Be a Song”. Flippen Elementary School’s music teacher is Ms. Laura Forehand and their principal is Ms. Victoria Grubbs.
